I don't know where to start.
You did good keeping the plant alive for so long.
That is a good 1st step to learning to grow buds.
Your light is probably a low wattage LED for the plant to be that small.
If you are serious about growing you will need to do a lot of reading, would be best to get some good books.
Your soil choice could be better. A more expensive soil like fox farm ocean forest would be beneficial.
Your fertilizing every other watering, not a good practice in soil especially if it is a synthetic fertilizer.
You should have transplanted to a bigger pot. If you want to keep that plant going the 1st thing you need to do is transplant it to a bigger pot and figure out what soil to use.

On the feeding I may have worded that wrong.
With a good soil you can sometimes go for a while with water only and not need to feed fertilizers as often as you are.
As an example. If you chose to transplant that plant to a larger pot with fox farm ocean forest. You would not need to give the plant nutrients for the 1st 4 weeks, it would only need water.
How to feed the plant after that is difficult to explain as there are many different routes a person could take.

Bang on point right here! Growweedeasy should be bookmarked on every grower's computer and phone, I swear! All the time I'm in my grow space and pull out my phone to check Growweedeasy for info and references. Anyhow, yeah I second all that Kushash said. It can take a little money to get a proper grow started up, but it is so worth every penny. If you're on a budget and live in a cool/cold area, MH/HPS lights are a great cheap option. If you live in more hot areas, CMH and LED's are incredibly effective.
