Plants have not been growing...

I decided to dig my holes and mix in my soil last year, having it sit all winter so I just had to move my babies outside late this spring. The plants have not grown much at all compared to my last few years where I dug holes filled with soil, and put in the plants within the same week. Did the frost kill the nutrients in my soil, or has it solidified too much? I'll post some pics this week when I go back to the spot. They've been outside for a month and a half, and they're still just a few inches tall... Anyone else had the same problem as me?

Did you mulch the holes after you prepared them? the cold winter can dry out the hole, and harden it. Was it a cold winter? Also test the ph as fert left in a hole this long can sour it.
