Are you sure it is powdery mildew? PM usually attack underside of leaves, where you will see yellowing and be able to see the leaf branches. How have you been watering?
Have you been misting? Because to me looks more like a water sediment to me.

If it is PM find some Ammonium Sulfate, mixed at .175# per gallon of water and spray the plant every other day especially underside of leaves.
Failure to cure PM can usually be found to not being able to get good coverage under the leaves

I too had this problem, I used serenade and sprayed over the plants,,
Serenade is safe comparew to other pesticide, as it wont burn the leaves,
this can be used till the day of harvest...
this would be the right thing for you..
