It's a $100 fine. If you don't want to pay the $100 fine you can go for a health assessment where they will determine if you should be in treatment or not. If you choose to take treatment and are indigent as most drug users are then you have the option of treatment instead of paying the $100 fine. The treatment would be funded partially by marijuana taxes. But realistically a very low percentage of people will opt for the treatment over the $100 fine. They have no intention of paying the fine or going to treatment. Many are homeless and could care less. The only thing it's going to do is reduce the load on the jails that have to book and release.
