problem with yellowing, dieing plant

Ok so it about 10 weeks old organic poting, 24 8 16 nutes but I'm haveing a problem with these leaves dieing and it keeps spreading does anybody know what I can do to bring the green back in this plant and could I flower it while its acting up like this.
 
I'd just say that they are just dieg off from old age and lack of light if it's 10 weeks old and only getting that little light.
 
So what should I do. Should I switch it to flowering 12/12 or what do u think. This is the first time I've heard that there falling off cuz there old so idk. N isn't that enough light though

They aren't evergreens. How big (tall) is that thing.Most people bloom after 4-6 weeks. When it starts blooming it will stretch to at least twice the size it is. A 75 watt light won't penetrate much more than a foot.
