Question about "smart IC" COB

Haven't seen these mentioned, but figured I'd ask.. as these might be useful for a different project as well ..
I'm beyond a noob with DiY lighting, but these say AC110v no power supply needed.. is that legit?
The limited description probably tells me al I need to know.. lol.. and I know the cheap ones are junk, but if I can mess around and add "300w" for $25, they might be worth a gamble..

Here's an example:

It appears to me the output is not isolated from the AC input. In other words, an electrocution hazard if you touch either of the output wires. With a Mean Well driver the output is isolated, there is zero voltage between the output wires and ground. I can hold my HLG-240H-42B in my hand and touch either output wire (NOT BOTH) to my tongue, doing so with that COB could kill you!

most come with a plastic cover so you cannot touch the ac connectors. I would place any electrical device in your mouth if it is plugged in not recommended. Noticwe Vitaly used a tank of water to place his light not his mouth. I am not planning on putting my cobs in water or in my mouth, and they work fine. watch the video.

I watched the video, it shows a dangerous hack.

I didn't say anything about touching ac connectors! I said there is an electrocution hazard if you touch either of the OUTPUT wires of the hacked COB.
With a quality driver there is no voltage between the output wires and ground so it's safe to touch an output wire.

The red and black wires have voltage applied to them from the driver when it is plugged in. If you do not cover the connections you could short out the driver or hurt yourself with enough volts and amps to kill yourself. I guess you could say your statement is false touch the red and black wire together and see what happens hopefully your breaker will give out before you do. I would not recommend touching those two wires while your meanwell driver is plugged in.

The point I was making is the hack in the video is not safe.

What statement is false?
I didn't say anything about not covering connections.

I didn't say anything about touching both the red and black wires. I will now, don't do it!

Regarding the hack in the video, do not touch either output wire, they are not isolated from AC!

I just shorted the red and black wires together on my HLG-240H-42B at full power, as I expected there was a spark, the cobs went dark and the ac power draw went from 260 to .5 watts. I removed the short and the cobs came back on. It didn't blow any breakers or smoke anything. The driver is current limited, it won't deliver any more amps into a short than it does to LEDs.
