Question on dimming and turning up lights for flower

I’ve been vegging my plants under my 2 leds and 1 600w turned down to 400w. My led lights are at 50% they are pretty much ready to flip to flower. Should I run my lights at full before turning to flower? I can’t decide wether to get all my lights on 100% before putting my plants into flower

Just started my first garden from seed. Planted 24 seed bout a week ago 10 have grown 4 to 5 inches & two just sprouted. When & how can I sex these plants? & what length of light should I give them after I know what their sex is?
