I had a seed that did this and it literally never grew past the point of what I'm seeing in your pic. Like people, some are born 'tard style, bro. You can give it a chance, but if it stays like this I'd say pull it and don't waste any more energy on it.

im thinking about pulling it now. all the other plants that were started at the same time as this one are doing great. this is the only runt left.
