What makes you think it's either / or? Have you physically identified them?
I haven’t used a 60x microscope yet, and had a visual confirmation, but just from the symptoms these seedlings are expressing with canoeing of the leaves, and the mosaic pattern on the leaves that these are indeed russets or broad mites.

YOU NEED BETTER PICTURES, BUT A DROP OF DISHSOAP AND COUPLE DROPS OF KELP (OR KARMA) IN A SPRAY BOTTLE SOAK PLANTS AFTER LIGHTS OUT FOR 3 DAYS.
ITS A GOOD IDEA TO MIX IN SULFUR PLANT FUNGICIDE (FOOD GRADE) ON TOP OF DRY SOIL.... GOOD LUCK

Exactly. A russet mite infection can be confused and mistaken by many other different causes for a reason. Lol

I would strongly suggest the OP get a jewelers loop, and actually identify the pests by seeing them before a positive diagnosis is made for whatever is dreamt up.
