Seedling has stopped growing

I'm a new grower, I am starting from bag seed for the first go round, or at least till I get things going I will then start my northern lights seeds. I am running 180 watt flourescents with 6500k. Its a 2X3X5 room with movable lights. Untill today I was running 24 hour light since they popped a week ago. I need to know, do they need some down time on lights right now? How soon till I should start on neuts, about 2 weeks right? I'm going to be moving them into net pots with a drip system (how soon I've heard after 4 leafs?) and hydroton. They were started in Coco, only one has poppoed at this point. I would think it should be bigger, or am I impatient? I am finally seeing a second seed that's germinated.

Northern Lights (Nirvana) is a very strong strain and quite forgiving, i used it before a couple of times and had no problems, even started my 1st grow with NL. Its best if you let your seedlings rest for 6 hours with no light, personally i found that running my lights 27/7 in vegetating slows them down from growing, since root growth is more sufficient when plants rest from photosynthesizing.
What YOU have to do now is make some patience :) but you will learn that as you go.

Something is wrong here bro ,the germination rate is ordinary and the ones that have come up look shit. I think its the seed quality because everything else seems ok.
