Seedling problems help

Hey guys! First post here, but this forum has been an amazing resource thus far. First time grower, indoors under LED, in a 3x3 with two HLG 100 V2s. Currently growing in Pro-mix with some added perlite, have watered with only distilled, no nutes yet, although when I potted them initially I moistened the soil with 1/2 strength radix rooting solution. (I have a 4x4 tent and a 550 light coming in, just not here yet) So far there have been very few bumps in the road, the seeds sprouted 4/9/20 and are now starting their third set of leaves. A few days ago I noticed some white patches on the leaves, and I wasn't sure what it was. My first two guesses were WPM and spider mites. After reevaluating my setup, I noticed I only had an exhaust fan, and nothing enduring flow of air in the tent, so I've added a small low-powered fan in the corner, just enough to get the girls wiggling, nothing intense. Before installing the fan though, I sprayed with a neem oil solution at 0.9%. Rookie mistake here, I didn't look into it before using, and sprayed the plants while the lights were on. I believe that to be the cause of the rust-looking spots, but I'm not 100% sure. I'm currently monitoring the white spots to make sure they don't spread or anything, but I'm holding off on more neem, don't want to harm the plants. I have attached some images of the seedlings in question, both the white spots and the rust spots. Is there anything you're seeing that I'm not? Thanks in advance!
