seeds not sprouting from soil

I've been having trouble getting seeds to sprout out of the dirt once they go in. I've been trying the paper towel trick to get roots started, the last one I tried had a 1/4 inch root sticking out when I put it into the soil, 4-5 days later still nothing, and today, by accident, the seed basically falls out of the surface of the dirt while it was dry, looking the same as when I put it in, but with a shorter root. Every seed I put in this dirt has never come up, I think it may be too muddy and full of stuff, this dirt has sticks and things in the bag. I think I need to add something for "airation" or something, but something is killing my seeds, or could it be because it's winter? Before I buy seeds I need to solve this problem and get this right, so, what could I be doing wrong? So far I've kept them in the dark, tried not to keep the soil too wet, I'm pretty sure the temperature didn't drop below 70 for long if it did, and I didn't put them in very deep, just a 1/4-1/2 inch deep, and the water I used is spring water that's been sitting in a bottle for a few days. I'm guessing it has to be my soil with those stupid "moisture crystals". Is there any other obvious reason I'm messing up? Any tips on getting them to sprout?

Get a heat pad you should be at almost 75-80deg with seedlings Ive germed every seed I've started.
 
hey just get a 23wattcfl 16on for about 5 days it works 80%time for me but i have it 3 inches from it so it heats the soil good luck to you on the plus side i get 90%female as well
