Should i start flowering now

you can start now sure...its completely up to you how big you can grow them.....if you dont want them real big then start now..

Yea you can start now if you want to, and they'll stay small. 70 watt hps is definitely on the small side...I'm sure it would work, but it isn't even close to optimal. I'm no expert on lighting, but you probably want 250 watt at least (and if you're gonna get that, just go for 400 cause I don't think there's usually much of a price difference).

what about the light is that going to be enough light have to wait to get my taxes back to get a 400 watt hps

they look very good indeed, not trying to be pedantic but best to keep to 1 plant 1 pot.

Yea 1 plant per pot is a good point. Otherwise, roots get tangled up and very bad things happen.

What are all those lights that you have in there now?

im using two power streps (wallmart $2,50 each) and adaptors for the 27 watt cfl ( wallmart $1.10 each x 6 = 12 bulbs) very cheep and efficient

What you got is alright for now, but if you keep growing you'll want to invest in some HID lighting or maybe LED's. Also when you flower the plants usually double to triple in size. Maybe not so much with the lights you have, but be aware of the space they will take up if thats an issue.

You should try to find out what type of light those put out. Flowering requires a different spectrum than veg.

Get those lights closer. CFL's can be like 3 inches away, and often closer than that. The plants look great though.
