Sick, Yellow, Drooping, Unhealthy Seedlings

This is my first time growing and I have a few problems. The 2 bigger plants I overwatered and now they have fungus gnats larvae.
All of my plants are stretching and dont look healthy. The 2 smaller ones I did not overwater and they dont have fungus gnats.
They are growing very slow. (bigger ones 4 week)
What I am doing:
-Have them under a LED growing light for 14/10 and 25 cm distance.
-Watering as soon as 1 inch of the top soil is dry with Tap water
The pictures speak for itself. If anyone knows what im doing wrong please say so!

are they in soil or coco coir, hard to tell from the pictures.
you want your light as close as you can get it without burning the seedlings. you may want to go get a couple of low wattage cfls to use if that panel is too strong.
if you're in coco, water every day till you see just a little dripping out of the bottom. if you're in soil, let them get almost completely dry before you water them again. more than the top 1 inch. you want them to feel very light when you pick them up before you water again.
they don't look that bad, seen a lot worse. you should be ok.

Dude those little gals look fine. You’ll see a lot of things that will freak you out during your grow.. The Main thing you want to always do is REMAIN CALM, don’t freak out and try to fix everything.. Take notes on which days you water and which days you feed, how they look how they took to the feeding or watering.. most plants droop after watering.. If you water today in the morning and wait till the lights go off at night.. the next morning most of the time they’ll be perked right back up are you running soil or coco? I’d first recommend that u add perlite to your medium for better drainage.. Since this is your first grow you don’t understand how to properly water (trust me we’ve all overwatered at some point) what I would do is let the plants go without water until they start to droop then document how long it took that plant at that stage go without water until it needed it..
