I believe your right actually. It has been prepared** the intended filing date is July 1st from what I am hearing on facebook. I will update when I confirm this, as they are asking Arizona residents to show up to the court to show their support for this complaint.I suspect that this is no the filed paperwork since it is not Date Stamped? Or received?

I have joined Mr.Floyd in fighting the 25 Mile Rule. We are in the same situation! We were denied for requesting to grow.
In the coming week we will be filing a Declaratory Judgement and an Injunction against the 25 Mile Rule.
Support is needing in the coming weeks! Hope to make this stick!

If all the dispensaries were owned by 1 company, it would be a monopoly.

It much more closely resembles an oligopoly, except that it would be very difficult to prove that these separate entities (dispensaries) are working together to set the price on their indistinguishable good (MMJ). Oligopolies are supposed to be avoided but are pretty common practice in the states these days. Look at the communications companies these days.. 99 % of America is on one of 4 cell providers all basically providing the same exact service... you are limited to specific Internet providers in your area that price fix (etc)Maybe they are all owned by 1-2 parent companies like our thousands of printed informational s a day.
It needs to be separate in the law about people / business monopoly. They shouldn't be able to lock us out like they cant do to each other.

I don't think there is a specific Arizona state law regarding oligopolies at the state level.
Interesting angle. The strain I need (harlequin) is high in CBD's and the dispensary doesn't have it. Other strains help my spasms but only Harlequin and Omrita stop them.NV law is like ours pretty much as far as patients growing and a 25 mile rule.
They do get to grow yet if dispensaries don't grow the strain they need.
It might be worth pursuing this in court here. I know my meds aren't grown in a dispensary.

We have about a year left to collect signatures. That lobbyist is doing his job, lying.The dispensary lobbyist said himself... "The legalization measure likely will NOT make it on the 2014 ballot. Much better luck for 2016 election season."
