Size Issue

I'm on day 21 from germ and was wondering if this looks normal. They seem to be pretty healthy, but they are so tiny. I was wondering if they are supposed to be this small. The strain is Top44, i have kept the temps around 85 and humidity 38-40% with the lights on and 72 with 65% humidity with the lights off. I am on a 18/6 lighting schedule. The pots are 8in 1gal pots.
Any Feedback would be greatly appreciated.

Lighting or not watering enough at 1 time? Could be why they are small. Could be genetics.

i've been watering about a cup every two days, the soil get dry after about a day. But i'm worried about overwatering them because i killed the first one i planted after about two days in the soil after germ. I'm using four 26w cfl 5000k lights about two inches from the plants.
