Slow and strange grow

Hi all, hope someone can help me identify the issues with my plants.

I used some bag seed, germinated and planted in potting soil mixed with perlite and coco-peat.
I started on the 17th of September(17/09/17).
I have a grow box lined with foil and a 250w CFL.
The light are on 20/4, since the CFL isn't as strong.
I water about every 2-3 days, when the first inch or so feels dry.

When I started the plants where pretty far away from the light(about 30-40cm), recently read that they need to be a lot closer and moved them to 5-8cm from the light.
So they are about 3 weeks old, but still look like very small seedlings, they leaves are very light green and are twisting in weird ways. See images.
Is this due to the fact that the light was to far away for the first two weeks or is it something else ?
They look like they have barely grown in the past two weeks.

Let it dry out . roots aren't developed yet. Don't water on plant. Water about 2 inches from base of plant. Not alot maybe enoungh to just wet top 1.5 inches. Let it dry out between waterings. I would feed 1/4 amount of recommend nutriments.

2 plants 1 pot might have sumthing to do with it ....lol

along with that soil and that er ....bagseed ,,lol

Thanx, I'll follow your advice and check back in, in a few weeks with progress.
Is it the root system not developing that causes the leaves to twist 90degrees ?

What type of potting soil you using?
'Culterra Potting soil' mixed with perlite and coco-peat ratio of 2:1:1 respectively.
Only read this on the bag now "Premium fertillizer added to culterra potting mix that feeds for up to five months." As far as I know that might be problematic...
