Small seedling curling over.

Hi i popped two holy grail kush's a couple of weeks ago one is lagged behind the other as another seed i had for the grow didnt pop.so i popped a second HG kush.
Im growing in pure perlite as i always have done minus a few coco runs that didnt turn out as well as pure perlite.
The first one is vegging nicely ahead of the other maybe a little slow and light green colour (probably as im feeding less than half strength.
The second HG Kush is on second set of spiky cannabis true leaves ...has curly leaves touching the perlite. it doesnt seem to be catching up with the other one.
I fed it only water for about a week then 3rd strength nutes for the last 5 or so days.

Im wondering if my feeding was too early as its curling over and not catching up to the other seedling. i have a home made 200watt cob led. (cxb3070 cobs at 3500k ) its a bit too intense for a small grow of 2ft by 2ft but the leds are at a distance of 550mm or 21.6 inches above the seedlings and i dont have much trouble having that intensity.

Im an electrician by trade so its not dodgy wiring or anything.
I have currently put a humidity dome over the youngest seedling not sure if that will help it recover.I MAY HAVE FED IT HALF STRENGTH NUTES ONCE a few days ago. not sure.
i water everytime the pots are light which is usually every second day.
