so we planted some plants outdoors in April..here in San Francisco Bay Area....and there was a slight flower but now back to veg and I was wondering if the plants will ever flower?
They are vegging real nice...
...and it's not until September 19 that there will be 12 hour days.......the days currently are 14 hours.

Well...............let's see....I got to thinking.........if I put black garbage bags over each plant at 6pm (because sunrise is at 6am)........then that would be a 12/12 scenario.....Would that work?

Yes you can force them to flower that way, light deprivation. If you do that, you've got to do something to circulate air to keep the humidity down, otherwise you greatly increase the probability of mold/mildew. If you just leave them out, they will start stretching for flower by the end of August.
