stalk is deteriorating and falling over

It's happening again, this time they're like week3-4 veg in foxfarm soil..

If that's 3-4 weeks old, you have issues

Dampening off the stem due to over watering,and needs more lights probably

Add dirt to keep it propped up and stop watering so often

You mean it's not dampening I'd they're 3-4 weeks?

is there a fan for circulation in there? An oscillating fan to make it wiggle will allow the stem to strengthen and avoid this

Prop it up and let that soil get some air. You keep that thing soaked in water your going to have fungal issues

Drain holes in cup?

Yes solo cups I slit the bottom for drainage. Drains well, hlg 100 at 24" from canopy. I only water like every 3 days and it's not much. It's a plastic shot glass cup full of water for every solo cup.
plant is dry on top and very light when I water.
It is a lil chilly in my basement... Could Tha be an issue? My tent arrives tomorrow. I looked at my temp and saw the lowest it gets in basement has hit 61!!

Yes temps would be a issue. It could be getting to cold.

What's the temps lights off?

When I went down there and lights kicked on at 6,temp was reading 62-63 yikes.

My temps go to 64 at night. That's not bad at all really. Don't think that is your issue as long as lights on your temp is high 70's low 80s with led. 85-86 isn't end of world and some say better with led.

Dirt isn't to tight around the stem? Not packed tight?

I never pack my soil, I let the water do that.

Questions that need to be asked...
I would just transplant it and bury the neck a bit. She seems healthy otherwise. .

100w hlg at 24 inches

Light needs to come down a bit too. Right?

What Minty said. They need transplanting into a bigger pot. Bury the stem an inch or two.
