stalk rotting or what?

I'm not sure what this is but the stalk right at the base looks weird what is this?

Is it firm and alive feeling? Your soil might just be a bit compacted, exposing the crown a bit.
If it's soft and squishy or slimy then you have some rotting.

if its rotting then what do I do to stop it? I guess I should just lower the water level when it floods?
