starter plugs

i bought some 'A' ok starter plugs but, im slightly confused about them. Am I supposed to plant the seed in them and put them in a pot of soil or do i leave them out under the light? but then would i just water it with a spray bottle till the roots come out of the bottom?

If they are anything like rapid rooter which im thinking they are you leave them out and top feed and spray its worked good for me all my clones made it 6/6 so far
