Thin/canoeing new growth normal?

Top growth is kinda thin and cannoeing don’t know if this is normal for new growth, everything else seems to be healthy. Temps are 27 and humidity 70% under 400 mh

Anyone help with this? Thanks just need to know if this is normal or not.

I believe the light may be a little too close, but it's not too bad. I'd back off the light source a couple inches and see how they react.
It's happening on all the plants under the light?

That looks normal to me at its stage of life.
