Can't tell from pic,is it an auto? Have you switched the light? If not,then no..its veggin..
Im giving you a HUGE tip here: if you don't know what a flowering/veggiing plant looks lije,do yourself a HUGE favor,and start reading a fuckton..just when you've read enough,realize you still haven't,and read a fucking fuckton more!!

When a plant is sexually mature & ready to flower you will notice the nodes will begin alternating & not being 180 degrees from each other.
That plant is in the veg mode.

I don't change the light for my autos. 18/6 all the way.
But anyways. .. yea dude, we cant tell from the pic. Is it seed or clone? If its from seed it looks way to young. I count 6 nodes. If its from clone though size is kinda irrelevant...mostly... try to look up in the "V" where the leaf stem meets the main stem. Right near thoes tiny green spikes. When you see 2 white hairs start showing in that area, then you know you have a female
