Transfer with pest problem?

When I was going to transplant my plant into a bigger pot I noticed a bit of a pest problem in the soil. I tried using this neem oil shit I got from the store and had no success so I've got to find another resolution. With that being said, was I right in waiting to try to get rid of the pest problem first or should I just go ahead and transplant anyway?

I would get rid of the pests and then do a transplant. Neem is usually pretty effective, did you use a specific brand? If the bugs are in your roots/soil you need to do a strong soil drench, not just spray the leaves. I use Azamax preventively and use pyrethrin as well as spinosad if anything pops up. A multipronged attack is the best strategy imo, no such thing as overkill as long as you aren't effecting the quality of your flowers. What bugs do you have, anyway?

You could also mix some Neem Meal and/or diatomaceous earth with your soil in your next transplant.‎

They look like some sort of mite. They're either black or dark brown and very tiny. They aren't actually on the leaves, they're only in the soil so that's where I sprayed the neem oil (ortho brand). I've been trying to look up other methods to try. My grow is organic so I'm trying to keep it that way.
