Under watering, mold or too much/lack of nutrients??

Hey guys I was wondering if anyone could identify whats causing this to the plants? It seems have happened in just two days and only in the lower part of the plant.

Might have been a bit late at that watering, but it seems strange that under watering would cause this ? Kinda looks like mold or something.. They are four weeks into flowering. Appreciate any input! Cheers!

Looks like bugs to me too. Those little black dots appear to be eggs or scat in the first pic, but I'm half blind so who knows.

Ive checked those spots in the first picture and I dont know if bugs caused them but they are definitely not bugs, just discoloring of the pigments in the leaves.

Neem wont do it. You need a pyrethrum based spray.
There are many other options, just depends on what you are willing to apply and your growing principles.
Thrips like to lay their eggs inside buds.
If you have a magnifier, you should be looking on the underside of the leaf. You rarely see bugs on the tops of leaves, just the damage.
You would be amazed what you see when you inspect under your leaves on a regular basis.
I do this every week, just to make sure all is clean and well. (I had mites once, and never, ever again!)
A cheap magnifier from the drug store, will open a whole new world of what's going on with your plant.
You can catch re-infestations sooner and keep them in check.
Odds are you wont get them all the first time, so you will need a magnifying glass anyhow.

dude those are bugs ur wrong the little black dots are the bugs...why would u ask if u think u already know what it is

Good stuff, thanks a lot. I do have a 30x magnifier but haven't been able to identify any bugs, just the apparent damage to the bottom leaves. I'll check underneath as you said..

I'm not saying I know what it is or that it's not bugs. Just that those spots are not the bugs themselves. I guess it's the eggs and the shit left behind by the them.
