Good enough for what? Good enough to germinate a plant and maybe grow it to 6 inches high, but you need a LOT MORE light than that to grow a big plant worth harvesting. 2x14watts no where near enough light to get more than a few grams dried off a plant. The bare minimum I would use to grow One single plant is 8 or 9 of those 14 watt bulbs. Better yet invest in a 250 watt High Pressure Sodium (HPS) bulb with remote ballast and grow 2 plants.

i'm not looking to yield in a big amount.

wanting to keep the plant short, and maybe force it to flower after about a foot of height.
 
The plant will double in height in flower. so 1ft = 2ft+ and 2x14w lights aren't going to be enough for a 1ft plant even in veg.

oh i'll be adding more once they start to grow (so far only one popped out the soil, other 2 just added in today), just wanting to know if it's good for now.

Well, if it just sprouted it shouldn't be 5in tall, it must be stretching. The CFLs should be about 2-3in away from the top of the plant.

yeah in the beginning i had the light about 12 inches away and recently put them a couple of inches away from the light
 
For people to properly respond to posts we need more info than hey i got a light, is it good enough? comprende'?
