I used to have 4 roommates and our bill was usually around $600...I now have one roommate in the same house and we aren't using nearly as much water/gas/electricity. If the electric part of the bill raises a lot but the total utility bill is still cheaper will that attract any trouble?

6x 1000w lights a big as A/C and all the fans to keep it moving.
I wouldn't worry about it much unless you are planning a huge operation. And to answer your question it's not like the utilities all collaborate to find out if one utility has gone up but the others haven't...
If you're running less than 2000w of electricity you don't have ANY problems. If you are running 5000w or more I still wouldn't be in panic mode, but I wouldn't want to be investigated. Without an investigation it won't matter. Electric comapny doesn't give a fuck.
Cause they aren't looking for little suckers with their tiny operations but they will get pissed if they don't get their money from never mind who. Then they investigate and inadvertently will find a little-sucker-operation.

So you're saying if you don't pay your bill the electric company will come look in your windows?
The only thing that would raise suspicion is if you are using more than 3x your neighbors and even then I doubt it.
My last house I lived in used a shit load of power (no growing), I had a hot tub, 3 fridges, kept the AC on all the time, and was running servers. My bill was about $600 a month and I know my neighbors was under $200 and no one questioned a thing whether I paid it on time or not.
