what do you think of this seedling shelf? should i set up a similar design?

I think you need to get those lights closer to the plants so they stop streching. Make sure there a holes in the bottom of those cups. Its a start my friend good luck

You should get those lights closer. That's the reason why they are all stretched and need to be propped up. Cfl's should be as close as possible without touching the plant. I'm keeping min only about 1" away from each of my seedlings.
