Ventilation question for a 3x3x6 tent w/ 400w lumatek dual ballast

I can't seem to find the equation to figure out what speed fan i will need to get to vent this tent i'm going to be using very soon. i have a cool tube on the way with a reflector just cant figure this part out.

second question. Is it worth the money buying insulated duct tubing?

I use a 190cfm fan for my 3x3x6 tent and I have an air cooled hood, not a cool tube and it works great.

And no it wouldn't be worth it.

I have a tent the same size with a dual lumatek ballast on a cool tube. I also have an "open" 150w hps as side lighting. I use 2 200cfm vortex fans on var. speed controls. 1 exhaust pulling air through a char can, cool tube then out....the other controlling intake of crawl space air. Both fans are located outside the tent. My fan speed is usually 1/3 -1/2 on the controller....with outside air used as intake ventilation, it is very easy to keep temps down....My tent grow is budding significantly so something must be "right".....I don't use any insulated ducting.

Where did you pick up your fan at and what type of hood are you using?
