What am I doing wrong?

The center plant is a White Widow that is a little over 4 weeks old and 18 inches tall( was taller, but I cloned the top shoots about 5 days ago), the others are 3 weeks old and about 12 inches tall.
The others were kept short by parking the flo right on top of them for nearly 3 weeks and topped once.
