What is the problem with seedling?

Seedlings are about a week and a half. Still in rockwool and only getting distilled water and notice a day ago the yellowing on the leaves. The roots have started growing through the rockwool is time to move to soil now?

over-watered............yes, transplant to soil. and water less.
