What is this? Genetic Mutation?

To me. Although a poor pic. Looks like a young seedling and moisture issue. Small leaf tips were wet. And damaged. Happens sometimes on seedlings if water pools on them. Got to give them a flick of the finger sometimes. Better pic would help.
Sorry for the poor quality pics I'm using a Samsung that is about 2 years old and doesn't really focus like it used to. Had to run with what I got. I'll definitely use the flicking method from now on just in case, I'm pretty sure these are just some old seeds. They are from ILGM.

Old beans will do that. I had two come up like that, and 2 with no grow tip in a batch of black triangle. The plant should bounce back, but a rough start usually translates to a rough life.

Just looks like growing first leaves that have underdeveloped tips. Are you sure you dont have lighting to close and its burning the tips.
To me, from the pics as the white tips arnt very clear, but it looks like the very tips of the first leaves that were still covered by the seed shell before it droped off are the bits that never got light and are still undeveloped compared to the rest of the plant wich started getting light and going green. Bit like roots that dont get light are white, but if they start getting light they start going green. So in your case just looks the tips of the leaves that were still covered by the shell. Or tips that had dry embryo sack stuck to them causing weird underdeveloped tips, it hapens sometimes.
