Has she any talents? If you don't ask, you don't get. Both my mother and I have gotten alot of arts and media based jobs by showing up with enthusiasm and a good portfolio. In this economic climate, the best way to let an employer know you're a keeper is to show them. Prove it.
Tell her to go beg for an internship/apprenticeship if she has to. Jobs don't land in your lap everyday and at least you'll get your foot in the door.
