What kind of lights are these?

i already have a 400 watt light for flowering. but want a small light for veg....
these lights are florecent and my question is will these work? slow maybe? and if they will what kind of bulbs are they?

As long as you have about 6 to 8 per plant - 26watt = 100watt equivalent. Then you should have no issues.
