Above the 3-5node. Then an other time after the 3-5 node from the last place you topped it. Since your growing cfl you wanna flower asap to keep the plants requirements to a minimum.

Are you asking if you should top them? If so I think its personal preference, but you should top, lst, or scrog, or a combination of them to even out the canopy so more light hits the bud sites
