What’s going on with this?

I’ve posted pics of this plant before, I’ve sent pictures to the Humboldt Seed Co grower and everyone has come to the conclusion that it’s not a hermie.
Pastchio: Grown from seed. The first 3 pics are the one that’s fucked up, the last one is my healthy Pistachio. Im not good with identifying hermies. I’ve only had it happen once in 20 years of growing. I never saw any pollen sacks or nanners and none of my other plants have been affected.
is it just a plant with wimpy buds?

That lower, right here, it's not exactly foxtailing but IMO it's developing in a manner that it's maybe a bit stressed by too much/too intense light/too much DLI?

It’s def stressed! It’s in the sun all but maybe 1-2 hours of the available daylight hours, then maybe a month ago some critter gnawed at the truck of the plant. So it’s bad stress for sure.
I was planning on just using this plant for FECO, tinctures and butters anyway.
Is it still good for that?

I'd smoke the fuck out of it myself, lol! Still looks great to me. But yeah you could do that too.

Maybe the gnawing of the plant stalk caused the plant to focus on repairs instead of flower development? Shot in the dark, but maybe that's why the buds are smaller?
