whats wrong with it?

I was checking on my og kush plant and it looks a little droopy. Its almost 4weeks old should I start giving nutes this is my 2nd grow. Last grow I gave nutes from the start and my reggie plant did wonderful but what do u guys think? Here's the pic. Oh and I only have it under 1 40w cfl but it was doing great

no picture, but if it's 4 weeks and you havn't fed I'd say it's gotta be about time. Is there any yellowing happening?

Lol I forgot the pic. There is one leaf on the bottom yellowing but that's normal.

What's the soil Ph?
you using city water? Well water? RO water?
i agree it needs to transplanted.
