When is it too late to use Neem Oil?

i've normally experienced mite infestation near the end of flowering, within the last 2 weeks.
i've seen that spraying the solution of pure neem oil mixed with water and dishwasher soap makes the pistils curl up and die.
is this because of the ph of the solution in the spray bottle? should the neem-water-soap mixture be ph balanced before spraying onto the plants?

is neem oil hazardous to be smoking if sprayed on near the end of flowering?
is spraying on neem oil in anticipation of pests bad for the plants growth?

if the solution is ph balanced should the pistils still be dying off?

what is the purpose of mixing dishwasher soap in with the solution, which is reccomended on the neem oil bottle?

dish soap is to make the solution wetter,
use it preventively,
do not smoke neem,
the dead pistols do not happen if you only use it during vegetative period.
It is not the PH but if you have an extreme ph in your water supply adjust it.

i have read on this site that you can put it on the plants during flowering and that it will break down under light in two weeks. They said to not spray the buds. They were not sure of the smoking of neem but from what i have seen it is not advised. They said to spray around the buds. I dont know how to avoid the buds since on my plants it is pretty much the whole plant. I am going to try to spray only the stalk and see if gets rid of my bugs. I am going to try it but dont know if it will work. This is all i know it is from reading this site not experience. I am about four weeks into flowering.
