When should I cut of the top of a stem to make multiple stemlike branches?

Hello folks! All my last grow have only one stem, I see many of other growers' pics their plants have multiple stemlike strong branches which produce much more buds than a single stem with some limp skinny branches. I did cut off the top of the stem a week before went into flowering when my plant just reached 1.5ft, but it didn't help the branches around grow any stronger. Was it too late? Any other tricks doing so? And I've seem many growers placed a metal screen/net about 1ft above the plants, what is that for:?:

I top at the fifth leaf set on new seedlings.................then at every third leaf set....................then as needed to round her out.

Thank u so much that is helpful and do u have any idea of the metal net above plants? is it just to keep the plants straight?

the idea behind the metal net(Screen of Green I believe they call it) is to even out a canopy all at the same distance from your lights. weave the branches in and our of the screen to keep them from getting too tall
