Let it dry out to make sure that’s not the issue.
You can’t do a lot with seedlings that small except wait to see if they grow out of it which they frequently do.
Don’t think it’s the light as it’s not very strong but you could also move it a bit further as well.

Right now I took it from the soil as carefully as possible could cause I forgot to put perlite from the middle to bottom. It was super moist down there. Added later in the same soil with nice amount of perlite. Don't know if I harm some roots, I know it's super sensitive these days. Should I put it under lights?

I usually keep mine pretty wet. But they are elevated so any excess water drains out.

My moisture meter has a 1-10 scale. I usually stick it in two spots and if it is anything under 10 water it. Depends on where it is as to how much water and how big the pot is. I'm with two gallon pots and a half gallon of water is usually what they get when the do need water. Flowering is about every other day depending on outside humidity. Veg is every day usually.

Using 3.5 gallon pots gives me more time in between watering.

I would be putting your seedling it in it'sfinal pot now.

Haven't killed any yet. I use FoxFarm and as long as the bucket is elevated in the tray so it drain it can stay quite wet with no problems. If I go more than two days they would be dried out too much and start to wilt during veg. flowering I think the longest I have ever gone is three days. Every other is the norm unless it's stays above 80F.

This is a seedling you are talking about not a vegging plant or a flowering plant. The info you gave is a recipe for disaster for a seedling.
