Wimpy White Russian Plants. . .

So I've been growing a couple White Russians for about a month now and they seem really wimpy. The leaves are really thin and the foilage in general just doesn't seem to be nice and full like my last grow did. Any ideas what the problem might be?

Not much info but wimpy lights grow wimpy plants. Whats your setup?
