Luger, you don't note how the light is going to be used. The ballast is the goods, the reflector may or may not be what you are looking for depending upon where you are going to use it. Is this going into a tent or a box?

my closet. ive got a scrog that i built and put in there(in my sig). i was gonna put an oscillating fan under/on the light, blowing towards the exhaust fan

I don't think that the reflector is the one that you a looking for in a closet. You don't give the closet size but, I suspect that you are going to run into temp issues. I would spend a few extra bucks and get something that has an air cool option. If you don't have a heat problem, that's cool, if you do you can get a fan and maybe a carbon filter to help with the stink. T5's work really well in a closet as well, mine push the room temps about 5-7 deg with one small fan. Good luck with whatever you decide on.
