holly crap, I havent checked out this site in 2 months and all of a sudden this thread looked a bit familliar, thanx for all the advise guys, however the real problem is how to prep the soil for a garden... do I just till the loan and mix in some compost and minour with it?

Hmmm, never realy messed with CFL"s, why dont you use that MH, they will love it! They sound just a bit small but tight, if I were you , just add the MH to the lights you already using for like 2 more weeks, than go to 12/12.

Has it been 40 days or more? if yes, switch to 12/12, they will go through a growth period, alot depends on how strong your light is and other variebles...need more info to be more detailed...
