No, as it's been explained a hundred times already, it isn't the Deep State or some other fevered paranoid it just plain distracted imagining; it's the DONOR CLASS, COMMA, STUPID.
"Deep State" as imagined by secret conspiracy theorists is some second government hidden underneath the one we see on the news every day. A cabal or oligarchy who secretly plot and decide what strings to pull and direct government to do their bidding. By the vision you describe, it's a secret and therefore unknowable group who direct the US government and disenfranchise the electorate. The theory requires belief without proof. Like Illuminati and whatever it is that Scientology followers believe. I don't know what could be done against a Dark State other than just hope they don't decide to cull the herd of little people. So as unproven theories go, it's not very useful. It is a cynical and dis-empowering theory. And unproven, so requires faith to believe it.
