Clones and stretching out the process

A friend of mine asked if it was possible to keep his clones in HO CFL light for two months. I think he also wants to keep his plants in rockwool the entire two months. Wouldn't the plants outgrow the rockwool/space theyre in during that time ? I also assume they wouldnt do too good because of the lack of power the CFLs have compared to HID.

Am I right or is a two months doable ?

What is HO CFL? What do you consider High Output, what wattage?

Sorry, they would be under two 39w sun blaster t5s. The space is like two feet high

don't root them, put them in the fridge for a month, then go from there...

I'm assuming they are rooted.
I would just stick it in a Solo cup with some soil. Let it grow. LST and turn her into a small mother plant for clones later when ready.
