Got all my COB parts, need help with safe wiring!

So I just got all my parts to build my new COB. I have 4 38V Vero 29s which I want to wire in series to a HLG-320H-C2100B with a potentiometer. I've bought some aluminum angle to assemble the frame and have a waterproof junction box with glands.

Now that it's come down to it I'm a bit paranoid about the safety, both in electrocuting myself or burning my house down. I don't have any experience with electric wiring other than microcontroller type stuff.

Can anyone clarify what I need to do in order to make the setup as safe as reasonably possible?

For the AC side, I see that people use a 10A 250V fuse like this 3 PIN IEC320 C14 . Do I just wire this directly to my drivers AC side and then run the power cord from that to my timer/outlet?

What sort of grounding wires do I need to run?

Are there any other important safety steps I need to take?

Thanks, I have watched his video a few times and will be referencing it. He doesn't seem to use any sort of fuse in that video though?
