Junkies, those who choose drugs over food and shelter.

The Meth and Opiate epidemic is only getting worse, I understand you wouldn't ask who is doing it so I will offer that up, from the pharmaceutical companies wanting to make money regardless of the consumers health and wellbeing.

There's empirical evidence from the same program in Canada I mentioned earlier that if you house homeless people with no preconditions related to addiction that the recovery rate is much higher and relapse is much lower.

It's easier to treat people when you know where to reach them.

I don't know about rehabilitation for serious drug use, all I know is I don't want junkies near me. They lie, steal and cheat for a fix. If someone else can tolerate them (they aren't my kids) then I'll support them in an effort to better their lives.

However, I do know one person that has come back from a serious addiction and I absolutely love her personality. I'd hate to see her all fucked up on dope.

Now moving on and treating disability separately (as they unquestionably need whatever they need), would you agree UBI could wholly replace welfare in the sense of food stamps, unemployment, etc?
no. i disagree that it should overtake existing forms of assistance. that was basically my thesis. read what i wrote i answered that.

I've seen some nasty fukers in my lifetime.

When you have people smoking METH next to a school bustop I can only hope you'll think about that. Doubtful, yet hopeful.

maybe 30% of homeless people are addicts. people become homeless and then take up drugs , more than the other way around

Travel a bit more, go OUTSIDE, walk around, meet real homeless people (like I do) and try to help them.

You'll fucking find out fast, don't carry money with you.. you don't seem to be aware enough to take that risk.

just think, you could flip burgers for a hobby instead of as a soul-draining job.
Or use a UBI to start a business. That's partially what the rich are afraid of. They don't want the "lower" classes to improve their lot and become financially independent because it takes the power away from the rich. Money is power and the rich guard both with their lives.
