Yes yes and yes. Totally agree! It would def be a step forward if owners had to pass tests for licenses.
I kind of rescued my dog and the cat I took off the street, literally. Rescue animals are so devoted.

mine is a rescue too, he had mange and was skin and bones when I found him... this was about a month after I found him.. notice all the hair missing on his chest and neck... he was still a happy dog though...

Yeah I personally blame the owners. Most dogs are well behaved but there's some fucking bad ones out there and usually it's because the owner is a dumb bastard.
But I also believe in the world there's two types of people, dog owners and those that don't have dogs. If you've ever owned a dog you're automatically the ones who are like "my dog is an angel." "My dog would never do that" etcetera. In the courtroom as my lawyer friend always laughs, the defense is always the same sad line "he never acted this way before." "I am totally surprised!" "He's such a good dog!" And then the pictures of a faceless or throatless infant are shown and they quiet down.
Either way I don't really care- just don't let them shit on my fucking lawn and I'm good. I usually pick it up and throw it at their house if I see them walk down the street and to a house afterwards.

I think any sport sized dog will attack a little kid in the wrong circumstance.
They run away, they screech, they flop around, just like prey beasts. It really gets the dog in the red, sometimes. It can't be predicted. That's why we have leash laws.
My sweet little Aussie, never hurt a fly, got freeked out by a little boy, for no apparent reason, jumped straight up, and tried to nip his face.
Lucky the kid was swift, and she only skinned the back of his shoulder as he turned away.
Lucky for me. The dog left teeth marks, and I had to explain it all to the cops, why I was unable to prevent this even on a leash. "...ahem...well, ya see, Officer, it was like this...uh.."

#25 reason to not own a pit bull, they will chew up everything, including but not limited to; the trim on your house, shoes, trees, bushes, bricks, concrete blocks, plastic water buckets, pineapple plants, patio furniture, I'm sure I forgot a couple things. I've never had such a hyper dog but she is the most loving attention whore ever. And if you have another female dog she will force that dog to become lesbian and lick her snatch all day. True story.
