They collectivised the 13 colonies to create a national army. Democracy is a collective. To give the government any power is collectivist. Still collectivist, still progressive.

progressivism is a collectivist movement so let's start at the top of your list. a revolution to limit the powers of government, indeed to enumerate them is quite the opposite of collectivist given the government is of and by the people.
